who do i speak to a bout a payment that i did not make

hi  i recived an emailon the 6 th of march from pay pal  saying i have sent i payment to vectone network limited . here lies the problem this was not me i dont use  this company and did not make this transaction . my question is this who do i speak to to resolve this issue.
