I bought a used amp and seller shipped it UPS. It arrived damaged and not working. UPS picked it up for what I thought was a local inspection, but returned it back to point of origin. UPS approved the damage claim and refunded the tax, duties and brokerage costs I paid at this end. They offered the seller $100 initial settlement which is less than 1/4 of what I paid. Seller now has my money and the damaged amp and refuses to refund the purchase price. I've opened a dispute. How should this work? Thanks,

In this case the seller must refudn your $.
It is sellers fault for not insuring properly for full amount.
Try and see if you can open a dispute still to get your $ back as item not as described, etc...
