Pay after delivery terms

The Paypal pay-after-delivery terms state that a third party, i.e. the primary account holding bank (Barclays in my case) may charge a fee in addition to the purchase amount in the Paypal account after 14 days.
Why should there be a fee if there is no fee at the moment and why should I pay it?

You don't have to accept pay after delivery.
You can not select it or opt out.
I don't use it as i always want to use my credit card with purchases for added protection.
Advice is voluntary.
