Message "bank account cannot be used at this time"

I am not new to eBay or Paypal.

I've suddenly started getting the message "This bank account cannot be used at this time" when making/paying for eBay purchases.

All my card and bank account details (including card expiry dates) are fully up to date and confirmed with paypal.  My Paypal account is linked to my eBay account, and has been for some time.  None of these details have changed (by me, anyway) recently.

However, this message has suddenly started popping up in the past few days.  Previously I could pay (or Pay later) with no problems.

I can pay quite happlity using the Debit Card on the same account, so what's the difference?  And why has this message suddeny started to appear with no prior warning?

I have seen a suggestion elsewhere that imminent backup card expiry dates can cause this, but that is emphatically not the case here.

have you checked the direct debit for instant bank transfer is still valid in your online banking list of direct debits.

I have a DD in favour of "JPMC RE PAYPAL INTL LTD" with Reference "5***********G". The last succesful payment against that DD is dated 28th August.

Checking against my PayPal account, that is the last successful "Pay After Delivery" transaction I did (purchased on 12th August, so 28th is the 14th day).  Since then, all such payments have been refused with this message, from the 27th onwards.

That strongly suggests to me that a problem with 'Pay After Delivery' occurred between 12th and 27th August, and that it still has not been fixed.  Nor have we been notified there's a problem.

Sounds like it, best you contact customer services for an update.

I have this exact same problem, it popped up about 2 days ago. I have been on Paypal for 13 years, and have only had a few issues, nothing for years. All of my info. is up to date, no problems, no notifications, etc. All my transactions show as "completed". The error message I receive is:

"If you were making a purchase or sending money, we recommend that you check both your PayPal account and your email for a transaction confirmation after 30 minutes.

If you came to this page from another website, please return to that site (don't use your browser's Back button) and restart your activity.

If you came from PayPal's website, click the PayPal logo in the upper-left corner to return to our home page and restart your activity. You might have to log in again."

I have a little checking account that I use specifically for Ebay purchases only. About a week ago I used a "real" banking account (which is linked and confirmed, never had an issue using it before). That's the only thing I have done differently. Thinking this might have had something to do with it, I removed the account, set it up again and confirmed it. Went to pay for an item, same message. As stated in the other post, I can still use the checking account, but if I go to use any other form of payment I get the error message. What the h*ll Paypal??? What is the solution here?

I just spoke to Paypal Customer Service on the phone (9/6, 11:00 AM, I am in the US).  They told me this is a "bug"; they are working on it, they don't know why my account and others have been affected, they don't know how long it will take to fix, the are looking are other accounts that have the same problem so they have other "examples" of how to gix this "complex problem".  So I guess we are **bleep** until this is resolved, and who knows when that will be, according to Paypal.  I did read on other posts that we can try paying using the mobile app.  I just downloaded it to my phone and tablet - I will try paying using this method, and let you know what happens.

OK - the Paypal app didn't help me for what I wanted, so I installed the Ebay app and was able to pay using any method I wanted.  So for now, I guess that's what we all need to do.  😞
