I am getting this error code when trying to pay on ebay 70043 11611 what does it mean, the payment is not working and how to fix it?

Are you funding the payment via a card and has that card been confirmed and in date with the correct address attached to it?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
