Did Paypal read their messages before reply to them?

I received an item with missing parts. The seller told me in a letter inside the box to call a shop in california to buy the missing parts on it's personal account. The shop never called me back after many calls and the seller never respond to his messages. So I open a reclaim case, but paypal seems to not understand my problem. They now ask me to return the item for a full refund.
Did Paypal read their messages before reply to them??? I don't think so! I think they just click on a button to write back a prefabricated text form.
I sent 2 or 3 messages to them and they don't understand my problem. They ask me to return the item to the seller for a full refund but I DONT WANT TO RETURN THE ITEM, only money to buy the missing part.
I don't know what to do to resolve my problem.
Plus, I'm french and using Google translator, it's not that easy for me to write in english.
This is the last message I received from paypal today........
