My son is 16 years old and wants to open a business account, he has the full legal capacity so he is able to open a business bank account, but he also needs a paypal business account to do his business, can he open a account on his name or how does it work

PayPal is a payment service provider and may unfortunately only be used from the age of 18. An account opening is therefore only possible if your son is fully legally competent and 18 years old.

Unfortunately, your son cannot open an account yet.
