I recently started a business and having people want to pay with a card do I need to add the transaction fee or when I send the invoice if they decide to use a CC PayPal will automatically add it to the total

You pay the same fee to receive paypal payments regardless of the funding source that the buyer uses.

And you can't ask a buyer to pay your fees for you.
