Why am I being asked to accept my money and validate and become a Verified Member?

I have been using PayPal for a few years. I create a simple invoice and send. The person pays the invoice. Today I got this message:
“You must be a Verified member to accept this payment. To accept this payment, please verify your account now. PayPal requires that accounts receiving payments from our PayPal Website Payments and Instant Purchase for Auctions features be Verified.“
you can accept or decline. If I select accept, it wants me to validate my account. If I decline am I declining the money? Because that is what it appears to be doing because it still asks me to validate.
imjave looked at my account and everything was ok except my time zone which I corrected. Why is validating my account tied to me accepting this particular payment? Why can’t I opt out?
