I got Payment has already been made for this InvoiceID (#10412: Duplicate invoice)

I got on “PayPal gateway has rejected request. Payment has already been made for this InvoiceID (#10412: Duplicate invoice)” on Magento2.

I found this reference link. I can't follow these steps.

1. Login to your Paypal account.
2. Go to Profile > Profile and settings
3. Go to My Selling Tools
4. Go to Getting paid and managing my risk > Block payments and click Update.
5. Click Preferences for Receiving Payments.
6. Under Block Accidental Payments, choose No, allow multiple payments per invoice ID.
7. Scroll down and click Save.

But I can't find Step 3,4,5,6 in my Paypal Account.

How can i configure for it? Please help me anyone. I got "Seller Tool" but can't find below setting.

Now Paypal is new look design.
