Transfer between a domestic and a foreign account owned by the same person

I would like to know if there is a way for paypal to accommodate people who are looking to transfer between their own paypal accounts.
My situation is that I have a domestic US bank account but also a foreign bank account. I would like the option of adding the foreign bank account or debit card to my US paypal account also, with the understanding that I would pay a nominal fee for transfers between the two accounts or to the paypal balance.
I set up a paypal account for my foreign bank account and right now I am unable to transfer between the two unless I send a form of payment, let's say " living expenses" and pay a commission that starts with 3.9% of the amount transferred.
There must be a way for paypal to accommodate people who are just looking to transfer their own money between foreign and domestic accounts that they own.
We are obviously not making any money and don't want to go through the hassle of wiring money or bank transfer.
The 3.9% commission is OK for lower amounts but if you are looking to transfer a higher amount the fee gets to be ridiculous.
I would appreciate your Paypal's feedback on this.
