PayPal Says My Account is Confirmed, But I Get Unconfirmed Error, Too

When trying to buy a product from a website, a site on which that I have previously used my PayPal account, I get this message:

"You will have to come back and confirm your bank in order to use it to make payments. In the mean time, please enter a credit card to continue."

This is new. I've never seen it before.

When I look at my bank account as listed under Profile: My money: Bank accounts: Update, my account is confirmed.

So what's going on here?
