How to move debit cards

OK so I had to change accounts to this one because I hadn't been on in so long that I could not remember my old log in.

I had switched emails a few times because of constant spam.

I had my debit card on that other one but I cannot remove it to add to this one.

Someone help me. There's some things I'd like to get but I cannot buy it without a paypal and I cannot use my card.
