Bank Account Help/Insufficient

I have a $0.29 instant withdrawal for eBay seller fees that went to a checking account on 8/3. It resulted in $33 in fees. On 8/10 this account was tried again and resulted in another $33 in fees. I got an email today(the first notification) saying that PayPal will try AGAIN in 3 days. The thing is I can't bring the account into the positive so that the transaction is cleared because that account has a current dispute on it from a merchant who took several unathorized hundreds of dollars.

I had been instructed by my bank to not add any funds to my account because they would reverse the NSF charges once the dispute has been finalized because I would have had the funds in the account if the unathorized charge had not been made.

So how many times will PayPal hit my account for the 29 cents? If my PayPal balance is sufficient is it possible for the funds to come out of there instead?

You can go to your account tab on ebay and pay it manually with a credit card. That will stop paypal/ebay from trying to debit you.

Thanks for the response but eBay has that my account balance is: US $ 0.00 as of Jul-30-11 08:47:24 PDT. I know that will work for the next time though.
