Cannot see Create Accounts (sandbox accounts) in my Developer Account

Hi

When I login to my Developer Account and try to create new sandbox accounts, I do not see button "Create Accounts". In other account (of my friend), he has that button in his account page. 

 

Is there any settings to enable SandBox Account?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
