I'm running an online store. In addition my ads are being routed through Facebook Daily Ads which charges paypal daily using my credit card. Now someone paid me through pay pal, and is now part of my paypal balance, is there a way for paypal to charge first the balance on my paypal account before charging off my credit card account?
PayPal normally takes funds from your account balance first, if you have insufficient funds in your account balance, then PayPal will take the funds from your bank account. If no bank account, then your credit card.
