for Algeria you will need a Visa card issued in Algeria. /
credit card holder (name / first name) identical to the name / first name of the paypal account /

I have paysera visa card with the same informations in the paypal account I don't know where the problèm is Pls help i need the account to be active to recieve my income from freelancing

paysera which is a bank in lithuania always has a problem with paypal 🙂

They contact me by phone and said that there is no problem but nothing new always i can't transfert the balance to the visa card

there can be several reasons 🙂
for starters, a country that does not allow this with paypal.
each country outside the European Union will have different possibilities.
possibilities or limitations, prohibitions.
then it may be account restriction, money not available /
your paypal account is open in which country?
