withdrawing money to RBC account - reversal

I am looking to withdraw funds from my Paypal account to my RBC account. I have attempted this 8 separate times since June 2017. I have also spoken with your customer care reps on 12 different occasions, to rectify this issue. Almost every time I had the rep inform me there is a bug in the PayPal system and that is was rectified that day, knowing that it was not rectified and it would take 5-8 business days to confirm the payment would then be reversed again.

The customer service platform PayPal has in place does not put any liability on the rep to fix the issues due to the fact they can pass the issue on to the next rep 5-8 days later. Countless times I have been told there was a ticket issued to the backend staff and I would receive an email stating the issue has been resolved, I am still waiting for this email. This is very frustrating and there should be addressed. Please review the customer service reps that have address my account and review & verify the processes they have taken.

This being said I have tried to resolve the issues myself by reviewing troubleshooting forums. I have tried the following to no avail ...
1) Delete my RBC account and reinstate it through the online auto verification process.
2) Delete my RBC account and reinstate it via the manual mode (2 small deposits via Paypal)
