Just to help others: I spent well over an hour on paypal helplines, frustrating indeed where a livechat scenario with typing would be much better, especially with accents on internet phones! The young lady was very helpful after i was firmly persistent and i did not accept the usual answers, we pretty much resolved it.
You need to open a paypal account using a DIFFERENT EMAIL and then add the new bank account in that country. We couldn't find any other method.
Then you can simply use the send/request tab. You will have the 3 or 4 day bank delay, it is not instant vlearing, however the paypal portion is fast so you send the amount from one paypal to other. You then withdraw from paypal balance to relevant account at other end. That then is where the bank delay comes in.
Note: going into bank to xfer funds to overseas incurs in my case £35 fee whatever amount, from 1 to 1million so paypal method is cheaper for smallish amounts by far.
Hope that helps someone. DO remember to change any phone numbers and out of date email addresses etc. and keep passwords as they are needed for verification and you can go in infinite circles of error if you cannot verify.
