Withdrawal email response?

I sent an email to PayPal Cust service as a widthdrawal was set to pending with a 72 hour wait, I understand it can happen and reading through here it happens quite a lot, but wanted to see if I could get it pushed through quicker as I was fully validated, no change of information and the amount was small.  

 

I don't understand the response below from them? I had quiried their first response to me my email as it stated they were checking if it was me sending the money, I simply replied that the bank account hadn't changed in two years and two payments had gone through the faster payment system ealier that week. 

 

 

"Dear Mr X XXXXX,

 

Hi,  this is Nick from PayPal and please allow me to assist you with your query.

 

I can sense the importance of this matter to you. Allow me to help you get to the bottom of this issue.

 

Mr. XXXX, yes, there is really nothing wrong with your bank. In fact, your bank account is fully confirmed. But for some reasons every withdrawal, transfers or all transactions that will be processed within the PayPal system are really need to be reviewed for security measures. This is something that PayPal has been doing ever since, and we are doing this to ensure that money will be credited to your bank account without any problem.

 

We appreciate your patience and understanding regarding this matter.

 

Thank you for choosing PayPal.

Nick
PayPal"

 

 

Any help in deciphering the above? is it a polite but confusing way to say just wait the 72 hours we dont really have an excuse?

Basically yes. But i can give you a rough reason of why it can happen to you >>

 

When you get paid it is never instant > a buyer pays you and paypal CREDIT you instantly and then paypal take the wait for the buyers funds to transfer through to paypal from their funding source to pay paypal back again.

 

So if you withdraw those funds straight away it is paypals money you are withdrawing and so sometimes they put on a hold until the buyers original payment plays catch up.

 

I tend to withdraw every couple of weeks so its less likely to happen.
