Withdraw money

Paypal asked me to sign up for a PayPal account in the country that I'm living.

I need to close my existing PayPal account and then open a new PayPal account in the country I am now living. Before I close my account, I need to withdraw any money from my PayPal balance. My PayPal account has been restored to full access in order for me to make the change. But still i can't withdraw money from my account. Please resolve this issue.

We can't resolve anything, you need to contact customer services.

But if you move country you are supposed to withdraw all funds and close your old account before you move.
