Withdraw HELP!

Hello. Paypal emailed me a few days ago saying that the funds in my account are now available to be withdrawn (I have a limited account)

But my bank account doesn't work with paypal, i think they blocked it from their system ages ago and it hasn't worked since.

Is there anyway I can retrieve the funds from my paypal account?
