They hold it for 21 days, it is still 21 days.
They should release in the next day or 2.
However if your buyer on ebay has left pos feedback you could have contacted them earlier via contact us bottom of paypal pages and given them the transaction number and asked for the funds to be released as you had met the feedback criteria.
This would also happen if you send an item trackable and added the tracking number to the paypal transaction.
