Credit card not linking even tho I just got it!!!

HI,

I have a friend who I just helped sign up for paypal and she has a credit card which she just recently got and she is just signing up for paypal why is it telling her that her card has been linked to the maximum allowable payable account?

SHe literally just got the card and she is a new member to paypal. Someone please help?!!!!

Has she EVER had a paypal account before even a joint one, even if it has been closed??

No she says she doesnt have a joint one and its the first that she is signing up for paypal.

She called her bank tho and they said they are seeing where the card is linked to a paypal account but she doesnt recall linking it to one. 

So she's gonna check with her husband and see. However even if its linked to another paypal account can she not add it to hers as well?
