My Ebay User ID has been registered by another Paypal Account

Bit of a strange one.  Had an Ebay and Paypal account for many years.  They were both set up at the same time and i have never changed or used different accounts.  Noticed on Paypal today that i could link Paypal with by Ebay account.  Entered my ID and Password and it says "This auction account has already been registered by another PayPal account".  I got hacked a couple of years ago.  Is it possible my hacker linked their own Ebay account to my Paypal?  How do i go about getting this changed?
