why do I need to link my paypal account to my bank account when I have registered my visa card?

I do not understand why I need to link paypal to my checking account with my when I already registered my visa card with paypal?

You may have reached your lifetime sending limit.  Login to your PayPal account and click on the "View Limits" link to see what limits you have and for instructions on how to lift the limits.
