Logging into account gives "Process could not be completed" error

On my other account whenever i log in, it always tells me the process could not be completed and to log in again. Also i had to prove my identity by providing my account number, so i did. I've only ever had one associated with my paypal and it ends in the same two numbers but still tells me its wrong.
