Paypal said I received payment but I have no balance and nothing showed up in my bank account

Who do I need to contact about missing money balances? I searched several areas but could not find a general "contact us" button or anything related to missing payments.

Not sure if it was just a delay or if I totally missed it but it was applied to my purchase of an hour ago.  So it is all good.
