The model that PayPal currently provides is a relationship between a willing buyer and willing seller; along with transfer funds from your funding source to a recipient (Send Money feature). The feature you are looking for is commonly referred to as a wire transfer between banks. PayPal does not provide this type of service. The only bank account you can send your funds to using the withdrawal feature is yours, registered to your account.
