Hold on Funds --- I never got notice of this --- and it's contradictory!

I've read several posts which say other Paypal users received a letter stating the terms of Paypal were changing --- I never received an email nor a letter. I just recently sold something and saw there was a hold on my funds. So at Christmas, I sent out an item and I don't get the money for it. I even followed the "rules" and shipped it using Paypal label and it's been delivered successfully --- but I still don't get the money. I doubt I will be using Paypal much longer --- and I'm sure someone out there can come up with an alternative (and yes, I am aware Ebay owns Paypal) so it's a racket. But hey, there's always Amazon.com --- they allow buying and selling and do NOT hold funds!
