2-factor authentication vs. "staying logged in"

I find the way 2-factor authentication is implemented less than helpful, and would prefer a more differentiated approach (or customisation).
For example, I'd prefer to be able to authenticate a service/app/device against paypal, and then not be asked for the 2-factor authentication (i.e. "stay logged in" whenever I buy a train ticket using a the same app on the same device). The same would be true for eBay: For purchases, sent to a known address, I would like to disable two-factor.
However, for purchases from a new site, or to a new address, of course I'd prefer 2-factor.
My understanding is that the above isn't currently possible?
I hope that all makes sense - thoughts and possible solutions very much appreciated.
