Disputing a Claim Decision

 Last month I sold an item on eBay to a buyer in Canada.  The buyer paid $24.99 for the item and $49.00 shipping via PayPal.  I immediately paid for shipping, printed a shipping label, and took the item to my local post office.  Two weeks later the buyer filed a claim because he had not received the item.  I checked the tracking and it had last been scanned by USPS in St. Louis, MO.  I contacted PayPal regarding me needing to provide "evidence" that the item had been shipped.  Obviously the tracking number was my evidence.

 

On Tuesday I received a notification that PayPal had ruled in the buyers favor and PayPal took the cost of the item as well as the shipping cost out of my PayPal account and refunded the buyer.  I called PayPal and the representative was a jerk - saying I didn't provide sufficient evidence.  He did say I could dispute the outcome, which I did.  I uploaded a printout of the USPS scan history as well as an explanation of events.  I just checked and my dispute was closed without explanation.  So now I am out the item itself, the cost, of the item, as well as shipping.  $100 may not sound like much, but it is when you are on a fixed income.  Any suggestions?  Thanks in advance!

tracking has to show it has been delivered to his address in Canada,not St Louis,USA.

USPS usually tracks all the way to Canada,how did you ship,priority or first class mail?

In the future,call 1-800-usps-xxxx and ask to speak to INtl dept and see if they have more information on your package,they can even email Canadian postal system for you.

Thank you for your reply.  I sent the item with Priority shipping.  Initially USPS claimed the tracking # did not exist.  Later I was told it is in transit.  So, if the buyer receives the item, will PayPal reverse it's decision and transfer the cost of the item and shipping back to my account?  Or will the seller get paid $75 in addition to receiving the item for free?

if you can show USPS priority tracking shows it has been delivered to his address in Canada,you can try appealing your case,but there is no guarantee Paypal would reverse the charge.Once the payment has been reversed,it is finale,

you can try sending a money request to the buyer asking him to pay.

it does not look like USPS tracks certain USPS priority shipments after it left the country,you may try Canada post to see there is further tracking.

also you may qualify up to $200 insurance if loss or stolen,

Thanks again for your reply.  USPS finally contacted me and said the package never made it to Canada, so it disappeared somewhere between St. Louis and the border.  I filled out the USPS claim package and mailed it off so hopefully I will receive a refund for the cost of the item plus shipping.  What is most disappointing is that this was a vintage, one of a kind item.
