I have an ebay case open buy I can't refund the buyer as the transaction is over 60 days

A buyer bought a shirt from me back in March from Brazil. I sent the item with no tracking number and now the buyer is reporting he has not recieved the item.  He has opened a case and I have up until tomorrow (17 May) to refund his money.  As the transaction is over 60 days - there is no option for me to refund the buyer.   I have contacted paypal about this via email two times over the last 2 days but have received no reply.  I spoke to ebay chat aswell, however they didn't seem to know the solution.  Does anyone have any insight on this?  Can paypal process this for me directly?
