Many prepaid/debit card providers doesn't send paper statements but you might be able to go online to get a statement or a list of your recent transactions free of charge. Take a screenshot of your online statement and submit to PayPal for verification. Alternatively, you can put the amount that is charged on your card and verify your card to be used with your PayPal account.
