limited account help!!! Plz

I would appreciate any help with my account limited access, please.

first of all excuse my English as it's my second language

I'm a noob and here is my situation 

I have created a US PAYPAL account and i'm from another country,(Saudi Arabia)

I added money from my credit card to my papal account 

now my account is limited, is it possible to activate my account by providing my Saudi passport info and  Saudi bank statement of my credit card

there is no other solution

should i just forget that i have 340$

all trusted companies would not accept foreign credit card if they have region restrictions.

how would Paypal accept my foreign credit card and still have a region restriction. 

basically, you can add more money to your account that you can't even use. 

why could i not remove my credit card after the limitation?
