I have a netspend card but when i try to add money on it it refunds back into y paypal account. And the card is new and activated Why??
Do you have a US PayPal account ?? (Normally US accounts can only withdraw funds to a PayPal product card like the PayPal Prepaid Debit Mastercard)
Suggest you follow-up with Netspend support with your concerns as things and policies do and can change.
