PayPal Says i Have Monew but won't transfer

I have money in my PayPal and under available balance it says I have it too. I tried to transfer some of the money that I know that's in there to my bank and it just keeps saying no available balance or if this issue persists please contact us but it doesn't say how. Also I noticed that I am using the mobile app on Android and it usually requires my PIN code to log on that's that's how I have it set. Now whenever I open it it automatically opens everything on my account without a PIN code. I double checked the security settings and everything and it's still does it no matter what which I really don't like. It's a little weird that both these issues happened at the same time. Can anybody help me out with this it's really frustrating. Thanks
