Manage Pre-approved payments

Hi. Since last 2 days I am trying to access "Manage Preapproved Payments" it is not showing. It is going to the list of transactions by default. Is there any problem in PayPal or is there any other way to access this. Kindly help out as I need to stop a payment immediately.
