Can money from a prepaid PayPal MasterCard acct, be transferred to someone else's regular PayPal acct?

If you add that card to your PayPal wallet, and then use the Send Money feature to send the payment, you can select that card as the funding source.

When sending money with a card, though, the receiver will likely pay a fee for receiving the payment. If you want to avoid fees you would have to use the Friends and Family feature, and pay using PayPal or bank account cash.
