I can´t link the bank account

For about a month, I´ve been trying to link my bank account to Paypal.

At the moment to confirm it, the following message pops up "We were unable to process your bank account registration at this time. We apologize for the inconvenience. Please try again at a later date".

This is a commercial paypal account, so I need it to start operating.

I have called the customer´s service phone, but the computer reject my call for not recognizing the number I called from.

I will much appreciate if a human assistant can call me.

As this is a peer to peer community, you won't receive any phone calls from the public forum.   As for why you can't link your bank account here are some common issues you might encounter when linking a bank account:
* The bank account must be a U.S. bank.
* The bank account can’t be linked to more than one account at a time.
* The bank account can't be linked if it has already been linked to 3 previous PayPal accounts.
* The name on the bank account must match the name on the PayPal account.

PayPal can confirm accounts from most banks and credit unions.  Unfortunately, there are some banks that are not compatible with PayPal, including most online only or prepaid bank accounts.  If you receive the message "Check and Try again," you may have typed the wrong number, or PayPal may not accept your bank.
