How can we have a PayPal account in Iraq?

Hi, how can we create an account on PayPal.com when the country "Iraq" is not on the list? If we choose another country near Iraq (such as Turkey), how can we verify the account? what about the address and will there be any problems later doing transactions?

Paypal is not available in your country.

If you try and use a paypal account for another country then you won't be able to verify it and if you do manage to receive funds the account will soon be limited and you may well lose said funds.
