Delayed transfer from my PayPay to my Bank Debit Card

I received a $400 deposit into my PayPal account today from my step father.   It was for emergency purposes and PayPal claims that transferring funds to a Debit Card can take up to 30 minutes.  I do transfers similar to this one once or twice a month.   Today when I transferred the money to my debit card I received notification that my transfer has been flagged and will be delayed anywhere from 24 hours to 72 hours.   When I called customer service they simply apologized.  They could offer no help regarding a reason why my transfer would be flagged and they were unable or unwilling to do anything to assist me.  The $400 is no longer in my PayPal account and is not in my bank account and I have been given no information explaining why this happened or how we may fix this.  It seems like my money is arbitrarily being held.   Seems like this defeats the purpose of using a service like this.   I am not sure what to do and I have been offered little to no details.  I could have simply gone to my parents home, which is an inconvenience in itself (1 hour drive) and been handed the money.  Now the money is somewhere but I do not know where.   My vehicle will remain in the shop, as the money was to pay for repairs and I am left to wonder how or when this will be resolved.  Very frustrating experience.  Any advice is welcome.

I really don't have much advise but if it's on the dreaded 24 hour hold then the money is pending it's kinda in the middle zone so you will not see it on your account especially if you use the mobile sit. I always just go on PayPal site and look up my activity. This has happen to me twice in one month frustrating. The worse part is it's the "computer security program" so therefore there is nothing much you can do except be **bleep**. I feel your pain. GL
