Custom Prepaid Debit Card Issues

So, for quite some time now I have been wanting a custom prepaid debit card. As in, with an image I submit. The image in question was one that I needed to get the artists permission to use for this purpose. I've had said permission for years, however, every time I try to use the photo..it's denied and I have NO IDEA WHY! I've attempted to scale it down in both size and kb's (or whatever the other requirement is), but still, it's denied, and I have no idea why. I have attempted to contact paypal customer service about this issue both through email or online help (whichever) and by phone. Online responses were useless, mostly auto-mated or I was given information to which I had stated I didn't need (where to go, where to read the guidelines, etc) but no answer as to exactly why the image was denied. Over the phone, at one point, I was given an email address to the "art department" for paypal that actually is responsible for overseeing images or accepting/declining them....or something of the sort. I sent an email to the address I had been given and it came back Mailer Daemon (or whatever the name is exactly) and undeliverable...the address DIDN'T EVEN EXIST. But yet, I was given this by a paypal rep...so I was supremely **bleep** off.

 

I want to know if:

1) There is a website anyone uses that is perfect for scaling down the size of images for cards (just in case mine has not been done correctly)

2. If there is actually someone in some department I can talk to (preferably email because talking to people from this company on the phone causes me to rage so hardcore) who actually can help/answer my questions, and doesn't just give me false information or tell me they can't help.

 

Please, do NOT give me information I'm not asking for. I don't need the information of the proper sizing of an image. I don't need to know where to go to upload said image to be approved/denied. I don't need any of that info. I just want information to the question's above. That's it.
