Close unauthorized PayPal account

Hello,

Someone created a PayPal account using one of my e-mail addresses without my authorization.

(Not the account  I'm using to ask for help!)

How can I close the fake account and prevent future misuse of may e-mail?

I can't delete the fake account because I don't know the password and I can't reset the password on my own because it would text/call a phone number that I have no access, and every attempt I have made to fix things through the Help Center requires me to log into the fake account.

I contacted the brazilian support but they said the fake account is american and they can't help.

Were you every able to resolve this issue?  If so, how?  I'm having the same problem, someone has created an unauthorized PayPal account with my back up email address and I can't find anything in the HELP to resolve it.
