Can't Change Primary Account

I'm trying to change my primary banking account, as it is closed and I have opened a new one. I follow the instructions as outlined in the Help below:
Here’s how you can choose a primary bank account:
- Log in to your PayPal account.
- Click Profile next to "Log Out" and select Profile and settings.
- Click My money.
- Click Update next to "Bank accounts."
- Select the bank account you'd like to make primary.
- Click Make Primary.
This, however does NOT work for me because the bank account that I want to make the primary account doesn't even have the option to "make primary". The word "primary" doesn't even appear any where!
Yes, the checking account has been confirmed... HELP, please?!?
