I recently decided to start using paypal a few months ago when I found out all the cool things it could do and the convience of online pay. Me being the smart person I am did not realize I had to be over 18 years old to LEAGALLY make an account. I believe this is the reason my account has been frozen and I have lost my ability to do anything, I even had to give them EXTREMELY personal information such as, License, social security card, and a picture of my paystub. Which in my opinion is asking for way to much, after I did this they disabled my account. I have tried to call them, email, and use their garbage message center to try to find a way to use it with a gardian but they all keep pointing me to a different department. If you have any advice let me know, thank you :)!
(sorry for typos)
