Resolve button isn't working, and customer service isn't responding

My account is limited for some reason I don't know.
It tells me that I need to go to the resolution center, which I did.
It tells me to press the "resolve" button and follow the steps. But every time I press the "resolve" key, it just refresh the resolution center page. I sent a message and get no reply. And I have been calling the customer service like every 2 minutes for 2 days and can't get through. It's either "all lines" are busy or put me on hold for hours without anyone pick up the phone.
This is unacceptable. Is this how you people treat your client??
