Paypal asking for information I do not have.

A while ago, I stopped using my account, and now, a reason to accept money through paypal has come up. however, I am apparently unverified (I was, before, I thought)
a little scared and cunfused, and wondering if paypal was coming after me on some mistake I might have made in my information, I tried to close my account (it only has a couple dollars in it anyway) and paypal wouldn't let me. all it gave me was:
"Your account is being reviewed and cannot be closed at this time.",
then only gave me the option to cancel my account closure. This is scary, and I don't know what changed since a couple years ago, so I looked at what I had to do. it turns out I need to verify a bank account, show them my ID, and give them my tax forms. I don't have access to a bank account now, and I have no tax forms. I live in college dorms. I have only enough money to pay for food, otherwise. This is scary. I have payments for freelance work piling up, nowhere to get money from, and a much-shadier-than-I-remember website asking for my social security number, bank account information, and tax forms, without giving me any proof that they are trustworthy.
Please, can I leave now? I'm scared, and this is the only supposedly trustworthy place I have any control over my money, but that's gone away, too. I wish paypal was how it used to be: a safe online credit service, not a dangerous pit of accidental fraud with more access to my funds and information than I have.
I'm trapped in what might be a legal loop, I can't close my account before they get my information, but I want to close my account because It's useless without the information that does not even exist. I can't accept that this is a safe company from the complaints, lack of services, and nonexitant support. Asking for nonexistant or sensitive information is common fare for scams and fraud.
Can anyone help me get away from here, or find a way to help verify without signing my soul to paypal? At first I thought making a new account would fix it, but I doubt it. Would just leaving the account for dead be better?
