Paypal Question

Greetings,

I am not to sure if this is the right section or not, but I would like to ask certain questions regarding to paypal. Well..lets say if I am not from Netherlands, but if I do have a family member there, can s/he create an account on paypal, without me using the account, but still be able to use a credit card to make transaction which is register as his/her name?

Unless that's considered against the terms and conditions/laws. If so what are my options in this particular situation? Because right now, I want to work online, but due of not been able to withdraw cash (which is the most important part) I can't do any kind of business online at all (freelance web designer).

So I was thinking maybe it's possible, if s/he creates a credit card based on his/her name, and a paypal account, but s/he will be the one controlling the account and I will be the one having access to use the card instead.

In other words s/he manages the funds for me, and I will be able to withdraw on one of his/her credit card. I hope I was able to explain my case.

Your family member can create an account and give you access to it.  What is needed is a Business account.  Business Accounts have a feature called Multi-User Access.  The account owner assigns you a user name and password and permissions to various parts of the account.  Note, the account needs to be verified meaning that a bank account and credit card must be linked.   Note, your name cannot be associated with the account in any way other than listed as a Multi-User.  You also cannot have your bank account or credit card linked only the account owners bank and card can be linked.

First of thank you for taking the time to respond to my situation. Although there is one thing that I would like clarification on. Lets say if I make a paxum card and register the card on my name etc. and she/he creates a paypal account, will she/he still be able to register my credit card on his/her paypal account then?

And will she/he still be able to withdraw cash on my credit card then? Thank you for responding to my question. 

Sorry if I am asking to many questions, after all I want to solve this problem.

No, you won't be able to do that.

The bank account, credit card and account owner must all the same person.  Can't mix bank account and credit card owners.

What if lets say if she/he creates the paxum card on her name and send the card to me, will that be considered as fraud? 

Pretty much my last question. Although if you know a good solution for situation such as this then please do let me know as well.

Does anyone has any answer to my question. Unless my only options available is probably moving out of my country and live somewhere else that supports withdraw option?
