I received my Paypal MasterCard Debit Card but can't activate it b/c of needed documentation?

Two weeks ago I requested a debit card (since my previous one had expired and hadn't noticed till now). Today I'm trying to activate it by browsing to paypal.com/prepaid.

 

It asks several pieces of information, then I'm taken to a page which says the following:

Your account cannot be activated because we were unable to fully verify your personal information. We want to make sure you make the most of your card but the USA Patriot Act requires that we verify your name, government ID, physical address and date of birth before you can use certain card features.

In order to complete this verification, please provide the following documents by 02/02/2013.

Copy of Social Security Card / foreign ID
Copy of Driver's License (non-expired)
Proof of Residence: Utility Bill (electric, gas, phone or cable) showing your physical address
Reference ID Number if faxing documents: 2145548679

You can send us this information by uploading documents via our secure documents Web site or via fax (1-866-358-0526). If you have any questions please contact our Customer Service team at: 1-866-753-6440



Once our team verifies your documents, you will be able to activate your card. Your PayPal Prepaid MasterCard card has so much to offer and we want to make sure that you can take full advantage of those features.

Then when I click the link provided in order to upload my documentation, it asks for a referral code. But what referral code? The only reference ID number provided if for faxing but not for online uploading!

 

I haven't called because I don't have access to a phone and I rather do it right now.
